Over the past decade the United States has witnessed a groundswell of support for renewable energy projects, largely stemming from an increased awareness of global warming. As private businesses have increased their efforts to "go green" government organizations have begun to catch on as well. For the US Army this issue takes on an even greater importance as Army installations require secure and reliable energy to accomplish their missions. The idea of energy security is well established and has been a priority for U.S. military installations across the country.
For the past three years, the Energy Initiatives Task Force (EITF) executed processes and developed renewable energy projects to help improve energy security on Army installations. The work of the task force has been largely successful, so much so that the Secretary of the Army made the task force a permanent office called the Office of Energy Initiatives (OEI). Thanks to this work US Army, Army Reserve, and Army National Guard installations now have a substantial pipeline of economically feasible, large-scale, renewable and alternative energy projects in place.
This guide from the OEI details the practices, processes and relevant Army regulations, approvals and notifications necessary for a privately-financed energy-generation projects. Based on the experiences of the EITF and adopted by the OEI this report helps to inform and educate any outside organizations developing renewable energy generation projects on Army land or serving Army energy demand.
